"In formulating this Policy, the Government focused on the sustainable management of the country‘s environmental assets rather than on the narrower concept of environmental protection, which tends to bring into conflict environment and development. The Policy therefore assures that economic development is not undermined by the unsustainable use of our environmental assets."

"The EMA reviewed its performance against the previous strategic plan for the period 2003-2008 and incorporated the lessons learned into the current plan. The EMA further examined its position within the context of two overarching guidance documents—the Environmental Management Act, Chapter 35:05, (EM Act); and the National Environmental Policy, 2006 (NEP)—and aligned the strategic plan with those documents in terms of the legal requirements established by the EM Act and the tenets of sustainable development as embodied in the NEP. Anticipated changes resulting from new or amended legislation, e.g. Draft Air Pollution Rules and Beverage Containers Bill, and new national policies, e.g. Draft National Forest Policy (NFP) and Draft National Protected Areas Policy (NPAP), were also influential in developing the current strategic plan."
